Educational Excellence/Program

  1. Be composed of a chairman, plus the chairmen of Global Awareness, Awards & Recognitions, Early Career Educators, Educational Law/Policy, Music/Arts
  2. Plan presentations and activities for state conventions, workshops, and meetings
  3. Encourage Chapters to develop their programs in relation to the International  program theme
  4. Motivate the Chapters and members to carry out the Purposes of the Society
  5. Design programs that support the International program theme

Daphne Cagle, First Vice President, Chairman 

Chapter:  Alpha Eta                  Area: VI                       


Professionally, I served as a Speech and Language Specialist and a BTSA Support Provider inSacramento and retired June 2012.  I previously taught a Communicatively Handicapped/Special Day Class. In my Chapter, I have been 1st and 2nd Vice President and Chapter President (twice).  For ChiState, I have served on the Leadership Development Committee, as Area VI Director, as 2011 Sacramento Local Arrangements Co-Chair, and on the Educational Law/Policy Committee. I have served on the Executive Committee as Corresponding Secretary. In 2012, I attended the Leadership Management Seminar in AustinTexas.  

Debbie Williams, Global Awareness Chairman

I am currently a Graduation Coach at University City High School in San Diego. I was previously a Special Education teacher.  I am the current Past President of my chapter and have also been treasurer and ceremonies chair.  I am serving my second biennium as a member of the Global Awareness Committee. 


Linda Moore, Awards & Recognitions Chairman

Professionally, I have been a middle and high school teacher, activities director, assistant principal, vice principal, principal, and principal on special assignment in charge of accountability.  Currently, I am a 'coach' for principals and teacher leadership teams. At the Chapter level, I have served as Program Chair and Chapter President. My Chi State involvement includes serving as Area Director for Area XII. 


Marine Avagyan, Early Career Educators Chairman

I am currently the principal of a K-6 elementary Armenian dual immersion school, first one of its kind internationally. Previously I served as the district administrator coordinating curriculum and instruction, professional development, and state & federal categorical programs. Prior to this, I was an Assistant Principal, Teacher Specialist/Reading Coach, and taught at the elementary level for several years. I first began working in the school district as a bilingual education assistant and a noon duty supervisor. 

At the Chapter level, I have served two biennia as Chapter President, and several years as the Communications Chair. At the Area level, I served as the Legislative Chair and later as the Area IX Director in 2011-2013. I have completed one biennium as the Chairman of the Early Career Educators Committee, renamed in 2016 as Support Team for Emerging Professionals and am excited about continuing this work into another biennium. Most recently, I have had the honor of participating in the Society's Golden Gift Leadership Management Seminar at the University of Texas in Austin, representing the Golden Gift Class of 2014.

Hazel Powell, Educational Law/Policy Chairman

Professionally, I taught English, social studies, German, yearbook, and a Title I program at Branciforte Junior High in Santa Cruz and English at the Hans Ehrenberg Schule in Germany as a Fulbright Exchange Teacher. At the Chapter level, I served as Recording Secretary, 2nd  and 1st Vice President, President, Newsletter Editor, and Ceremonials Chairman. My Chi State involvement includes two ChiState Convention planning committees, Professional Affairs Committee Chairman and now Educational Law/Policy Committee Chairman.


Jeanette Milanez, Music/Arts Chairman

Professionally, I have been I have been a music teacher.  I have taught all grade levels, K-Jr. College, with an emphasis in instrumental music. At the Chapter level, I have served as 1st Vice President and President. Currently I am past President, Finance Chairman, Fundraising Chairman, Nominations Chairman, and Yearbook Publisher. My Chi State involvement includes being Area XV Director.
